IIM Ahmedabad Initiates Management Training for Village Sarpanchs and Officials
The renowned Indian Institute of Management (IIM) Ahmedabad has embarked on an initiative to impart management education to village Sarpanchs (heads) and officials across the country. Recognizing the pivotal role of villages in the nation’s development, IIM aims to enhance management skills for the holistic development of rural areas. The program, initiated at the district level, will extend its training to village Sarpanchs and officials in the upcoming phases.
Leadership and Management Development Program
IIM Ahmedabad has launched a specialized Leadership and Management Development Program tailored for elected representatives of Panchayati Raj Institutions. The program aims to equip participants with essential leadership and management skills. Union Minister of State for Panchayati Raj, Kapil Moreswar Patil, attended the program and emphasized the importance of comprehensive capacity building.
Patil highlighted that while capacity building efforts were previously conducted under the Rashtriya Gram Swaraj Abhiyan, the collaboration with IIMs through Memorandums of Understanding (MOUs) will ensure a more extensive and robust training. The objective is to enhance the capabilities of public representatives and officials, strengthening their leadership qualities. Patil expressed that, as the world’s largest democracy, empowering village-level representatives is crucial for achieving the vision of a developed India by 2047. The program envisions leveraging the contributions of grassroots leaders in nation-building.
Empowering Villages: IIM Ahmedabad’s Initiative for Leadership Development

Training Program Overview
In the first batch of this program, 60 individuals are undergoing a five-day training program where they engage in idea exchange on leadership and strategic development. The training, organized collaboratively by IIM Ahmedabad and the Ministry of Panchayati Raj, focuses on strategic rural transformation at three levels: district, block, and village. This unique program brings elected public representatives and District Development Officer (DDO) level officers together for a 5-day residential training program, fostering collaboration and shared learning experiences.
Program Objectives
Professor Rajan Kumar Ghosh of IIM Ahmedabad highlighted the program’s primary objective of enabling strategic rural transformation. The curriculum includes a variety of skills for which IIMs are renowned, aiming to develop and strengthen participants’ leadership abilities, strategic behavior, administrative skills, and collective decision-making capabilities. This initiative signifies a holistic approach to capacity building, emphasizing practical training both within campus classrooms and through on-and-off-campus experiences.
IIM Ahmedabad’s MOU with Government of Gujarat: Pioneering Leadership Development at Grassroots
The Memorandum of Understanding (MOU) between IIM Ahmedabad and the Government of Gujarat marks the initiation of a significant pilot project. This project, currently underway at the district level, is poised to extend its impact to the block and sarpanch (village head) levels. The comprehensive training program, both within and outside the campus, is designed to empower officials and representatives at various administrative tiers.

The pilot project is currently in collaboration with the Gujarat government, with a specific emphasis on aiding the development of Gram Panchayat plans. The training modules are being meticulously crafted to cater to the needs of officials at the Sarpanch and Ward levels. The overarching goal is to instill a visionary approach and steer away from routine work, fostering a mindset geared towards long-term development.
