As per the affidavit filed by the Ahmedabad Police Commissioner, the use of public address systems (loudspeakers) in processions, rallies, religious or political gatherings, public roads, and public places, as well as the hiring of public places, open spaces, or lands owned by the Railways for public address purposes, is subject to specific conditions and regulations. The use of a public address system for these purposes in areas within 100 meters of hospitals, educational institutions, courts, and religious places should be carried out in a manner that maintains tranquillity in the surrounding area. This means that in the vicinity of such establishments and religious places, the use of a public address system may not be permitted, or if permitted, should be done quietly to avoid causing disturbances in the surroundings.
